1. The Goals of ARB
The principal goals of ARB: protect animals; help each province and city of the country establish animal protection groups (Small Animals Protection Association of Hainan Province has been founded with ARB’s help); oppose maltreatment of animals; improve animals’ livelihood, push for working out laws such as China animal protection law, China combating abusing animals law, China animal well-being law; teach hobbledehoy and the public the need to protect animals; promote ecological and environment protection and enhance their awareness, facilitate a sustainable and balanced development of Chinese society.
2. History and Major Success
Witnessing birds caught and eaten, rare birds traded; dogs killed in streets and yards by so-called tipstaff; rare beasts cooked in restaurants; and sick, wounded and disabled pets abandoned by irresponsible owners, in 1987 animal lovers in Beijing woke up and realized the necessity of working out laws concerning animal protection against abusing and for well-being.
Initiated by Ms. Wu Tianyu, supported by 168 persons who were researchers, professors, journalists, doctors, workers, college students and other professionals, a preparatory committee was set up in early 1988 and began to apply for the establishment of an animals rescue association to the concerned governmental offices.
Our ideas: Cherish the earth; protect environment; promote harmonious coexistence of man and animals; value lives; safeguard animal’s survival right, stop abusing animals, make great efforts into bringing about animal protection legislation, such as China animal protection law, China combating abusing animals Law, China animals well-being law; improve animals’ survival environment, foster such social conscience as valuing life, protecting animals; help people develop a habitude of cherishing animals, and strive for sustainable development in China
B. Major Successes
a. Since 1987, ARB has advocated for the establishment of the related laws. ARB submits proposals and protocols every year on animal protection legislation to the concerned authorities, launches campaigns with exhibits and media for the education of the public and hobbledehoy to care for animals and value life.
b. Making proposals on rescuing animals time after time to the concerned government offices every year.
i. In 1990, ARB suggested replacing bans on dog keep with proper controls.
ii. From 1995 to 2002, ARB played an important role in the revision of Provision for Restricting Dog Keeping for Beijing
iii. ARB played an important role in the revision of China Wild Animals Protection Law.
iv. ARB played an important role in outlawing wild and rare animal farms.
v. ARB played an important role in outlawing eating and exhibiting wild and rare animals.
vi. ARB played an important role in stopping the local governments from issuing approvals to the setting up of new wildlife zoos.
vii. ARB played an important role in banning Korean restaurants which cook dogs.
c. In 1993, to rescue abandoned, ill, wounded and disabled, and homeless pets, ARB set up a shelter of 2500 square meters and an animal clinic of 120 square meters at Shuangqing Road in Haidian District, Beijing. The numbers of people visiting there add up to 4000-5000 person-time and young volunteers who work here 800-1000 person-time each year, most of whom are collage students and professionals. The shelter has become:
i. a media through which ARB can propagandize the values of cherishing lives and protecting animals;
ii. a place to advocate law establishment on animals protection, combating maltreatment of animals, China animal well-being and improve animals’ livelihood;
iii. an example that shows the public where to start cherishing animals------ from taking care of animals around you;
iv.. a hospital where around 6000 sick and infected cats, dogs and some wild animals have been cured up to now.
v. a hospital where 2165 cats and dogs have been sterilized;
vi a channel through which 1328 dogs and 488 cats has been adopted and found happy families.
vii. a base where ARB chooses and trains healing dogs .
d. Promoting popularization of “Animal doctor, healing dogs”
Since 1998, ARB’s healing dogs has visited 880 person-times of psychopaths, 330 person-times of retarded children. The healing dogs show people how animals and human coexist harmoniously, help the public understand dogs, publicize the ideas of valuing lives and caring animals.
e. Succoring rare and close to extinct animals in danger
i. In 1995, ARB joined the action of protecting pandas;
iii. To help the golden monkeys in Guizhou Province of China, during 1996-1997 ARB, together with Friends of Nature, an environment protection NGO, launched a campaign and made constructive proposals on protection of golden monkeys’ habitats, on resources exploitation and uses in Deqiang Region, on the strategies of local economy’s sustainable development; as well as help the local government raise fund for the development.
iv. In 2001, ARB and the environment protection groups of more than ten universities combined to collect fund for succoring the antelopes with goose throat, Mongolia wild donkeys and other beasts suffering from snow disaster in Sinkiang Uygur Autonomous Region.
From the end of 2000 to the spring of 2001, ARB, for protecting endangered wild snakes, worked together with Shannuo Society of China Forestry University and WWF, carried out a survey on wild snake consuming market, and publicized the result on newspaper Beijign Youth Dail., appealing to Chinese people to give up immediately the habit of eating wildness and refuse to eat wildness, stop making medicine from wild animals, stop fur trade, protect endangered rare animals and protect ecological diversities. The above programs have contributed greatly to bringing about the amendment to Wild Animals Protection Law.
f. Rescuing wild birds and beats in Beijing
More than 4000 birds of different kinds were brought off from fowling nets, some national protection animals ranked grade-1, grade-2, grade-3, and some wounded or ready to be cooked were rescued by ARB, among which are kingfishers, 环颈pheasants, 飞龙、raccoon dogs, night aigrettes, badgers, 五步蛇、owls, big maintain-tortoises. After healing, all of them have been released to the nature.
After setting up, ARB has cooperated with communities, colleges and universities, worked together to rescue animals, launch campaigns for propaganda of animals protection. Those activities have gained support from the government and media.
In 1998，ARB and FAW’s Beijing office carried out cooperation in many ways and gained a sum of financial aid of $10000 andγ20000.
In 2000, ARB became the first Chinese sister organization of RSPCA
g. From 2001 to 2003, ARB guided and helped establish Small Animals Protection Association of Hainan Province in Haikou City. In the months when SARS attacked China, ARB guided the association to combat the action of killing out dogs in Haikou City, and got positive result.
h. In 2003 when SARS attacked in China, seeing the actions of killing out dogs and cats in some provinces and cities in China, ARB led animal protection groups over the country to convince each local government over the country that according to scientific researches the infectious host of SARS virus were not dogs and cats. Thereby numerous animals survived.

4. Every year , ARB has about 20-40 dogs and 40-50 cats in the care, and manage to have 35 of the dogs and all the cats adopted; has about 30 wild birds in his care and manage to release all of them to the nature.
